Experience & Areas of Interest:

Serving as outside counsel to a coalition of wireless providers led by Free Press on competition issues relating to next year's FCC wireless spectrum incentive auction. As part of that representation, prepared FCC submissions, white papers, talking points, and blog posts on the necessity of making new spectrum available in an allocated auction to prevent entrenchment of Verizon's and AT&T's duopoly.

Prior to this position, he was an attorney at Pepper Hamilton LLP. Prior to joining that firm, Mr. Raut served as antitrust counsel to the Committee on the Judiciary for the U.S. House of Representatives. He helped craft portions of the Dodd-Frank Wall Street Reform and Consumer Protection Act, as well as the Affordable Care Act. Mr. Raut also coordinated the reauthorization of the ACPERA cartel enforcement statute. Mr. Raut was responsible for numerous oversight hearings in the 110th and 111th Congresses, and drafted a number of pieces of antitrust legislation that were eventually introduced.
