DavidEvansBio Position(s): Directorate-General Energy Brussels, Belgium Experience & Areas of Interest: Following a period in the manufacturing industry, Philip Lowe joined the European Commission in 1973, and held a range of senior posts as Chef de Cabinet and Director in the fields of regional development, agriculture, transport and administration. During his tenure as Director General for competition from 2002 to 2010l, he applied an effects-based approach and injected more economic analysis in the Commission’s competition enforcement policies; provided more enforcement guidance, including on the application of Article 82, analysis of mergers, and standards for granting state aid during the financial crisis; and proposed a more robust system of private enforcement of EC competition policy, including compensation for victims of anticompetitive practices. Philip was also a major contributor to the development of the International Competition Network as the leading forum for pursuing world-wide convergence. He was been actively involved in the work of the ICN from its earliest days, and has provided insightful leadership both there and at the OECD. In 2010, he took up his current Appointment as Director-General of the DG Energy. Education: Read Politics, Philosophy and Economics at St John's College, Oxford M. Sc. from London Business School
